State Legislative Process in Full Swing
The 2025 state legislative session is moving into a new phase in Hartford with public hearings beginning and Governor Lamont presenting his biennial budget to a joint session of the General Assembly on February 5th.
Our statewide Cradle to Career Coalition has released our policy agenda and legislative priorities for the session and we are tracking multiple bills. Since we recognize that every issue in the legislature connects to the well-being and success of children, families, and communities, our advocacy work pushes for comprehensive solutions that promote equity, resilience, and long-term prosperity.
As the legislative committees meet on bills referred to them, our Policy Director has been meeting with legislators, the Coalition Policy & Advocacy Subcommittee, and advocates and advocacy groups across the state that align with our legislative priorities. We are reviewing the bills and will have advocacy opportunities to share, from sharing posts and emailing elected officials to offering to submit your own personal testimony, whether written or verbal, and either in-person or via Zoom. We will support your efforts with all the resources needed, other than your own reasons for speaking up!

Balancing Fiscal Responsibility and Community Investment
Connecticut operates under a set of financial rules known as fiscal guardrails, designed to limit spending, borrowing, and the use of volatile revenue sources, such as capital gains. While these policies aim to promote fiscal responsibility, they also affect the state’s ability to invest in critical programs and services. During this uncertain federal funding landscape—when federal policies on taxes, spending, and social programs remain in flux—state lawmakers must navigate fiscal constraints while ensuring essential investments in education, healthcare, and economic mobility.
